Provides a government lending arm for housing program and repairs for low-income applicants. Serves the counties of Augusta, Rockingham, Highland, Frederick, Page, Shenandoah, Warren and Clarke and the Cities of Winchester, Harrisonburg, Staunton and Waynesboro. Provides repair grants to elderly (62 years and older) very low-income rural homeowners that may be used to remove health and safety hazards by repairing roofs, providing a sanitary water and waste disposal system, installing screens, windows, insulation or taking other steps to make the home safe. No age restriction for 504 loans, must have very low income. Loans are at 1% interest rate for up to 20 years. Other restrictions and requirements may apply.

The home repair goal is to help Goochland County residents who own their homes and are low income to remain safe in their homes. Typical home repairs include but are not limited to: Building handicap ramps, Repairing roofs, Repairing well and septic problems and Repairing unsafe holes in floors or walls. All repairs are limited to making the home safe.

Granting Freedom is a grant program (up to $8,000) for home modifications for disabled veterans or disabled servicemen or women who sustained a line of duty injury resulting in a service connected disability. Assist low-income and disabled homeowners with much needed home repairs to make their homes warm, safe and dry. Also address repairs that are a potential health risk to the home's inhabitants. The following is a list of examples of the repairs we are able to help with. If your needs are not listed, they may be still covered, this is not an all inclusive list. HVAC, heat pump, furnace, boiler Heater repairs/replacement Water heaters repairs/replacement Modify for ADA bathrooms Install wheelchair ramps Replace roof Install/replace/repair gutters Install/repair unsafe or wood rotted windows, doors Plumbing repairs, like leaking pipes WE CANNOT REPAIR FOUNDATIONS The cost to repair foundations far exceeds our limited budget. If you have any of the following issues, you likely need foundation work and we are not likely to be able to assist you: Exterior Cracks. Interior Sheetrock Cracks. Doors Out of Square and Uneven Floors. Door Frame/Window Frame Separation from Brick. Rotten Wood - Pier & Beams. Bouncing floors - Rotten Wood. Additional Repairs We CANNOT Assist with: Strictly cosmetic issues, such as interior paint not tied to an approved repair, or replacing kitchen cabinets. Repairs to decks, not a part of main entrance to home. Landscaping to include fences, and driveways. Major fire or water damage to home. Mold, asbestos, and lead mitigation.
Improves housing occupied by low-income persons by completing limited repairs and removing imminent health and safety hazards and/or barriers to habitability in their homes. Work may include: Plumbing repairs; Structural repairs where hazards exist; Electrical repairs where hazards exist; Roof repair/replacement; Repair/replacement of heating systems; Wheelchair ramps; Hand railings and grab bars; Kitchen and bathroom adaptations; Doorway widening.

Offers grants up to $50,000 to qualified renters with physical disabilities to make accessibility modifications. "Mini-grants" assist with modifications up to $1,500.

JCIL aids in completing applications for home modifications and makes referrals to those community agencies that specialize in home repair services. JCIL participates with Virginia Housing, Inc. Rental Unit Accesibility Modification grant program (RUAM) and Granting Freedom Program for veterans that provide accessibility modifications for persons with disabilites.

From minor exterior repairs to critical home repairs, accessibility modifications, and weatherization.

Accessibility grants can be used to install ramps, grab bars and other modifications to make your home easier to navigate. This is not a loan, so no repayment is ever needed. For very-low income homeowners 62 years old and older who cannot afford a loan to make necessary repairs, grant funds may be available, depending on eligibility. Grants may be used to remove health or safety hazards, or to remodel dwellings to make them accessible to household members with disabilities. Grants are limited to lifetime assistance of $7,500. Provides a 1% loan for 20 years in an amount up to $20,000.00. This rate is fixed for the life of the loan. The loan is used to repair, improve or modernize a home. You must occupy the home and prove ownership.

Provides mobility products for the elderly and disabled. Products include lift chairs, stair lifts, porch lists, wheelchairs, scooters, ramps and wheelchair accessible vans. All products for rent or lease. Provides financial assistance to purchase vans, scooters and new and used vehicles that are handicapped accessible. Offers a wide range of products including Lifts, Scooters and Portable Ramps and has a fully trained service staff specializing in van conversions.

Offers home modifications needed so clients with disabilities can remain safely in their homes. Includes carpentry, yard work, plumbing and electrical work.
