The Regional Housing Crisis Hotline conducts the initial intake assessments and referrals for emergency shelter, transitional housing, rapid re-housing and permanent supportive housing Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, Virginia Beach and Western Tidewater.
The hotline also does eligibility screening, referrals and waitlist management for financial assistance in form of rent, mortgage, including first months rent security, or utility deposits to avert eviction or end homelessness for multiple agencies in the region. Each referral source has a limited amount of referrals each month.

NRCA Housing Counselors offer one-on-one confidential counseling sessions. CNRCA Housing Counselors are professionals who provide guidance and coaching to families to assist them in improving their housing situation and meeting the responsibilities of tenancy and homeownership. Housing Counselors are HUD Certified, receiving ongoing training and certifications as needed for Housing Counseling services.

In the event temperatures/wind-chill fall below 32 degrees (on weekends and holidays), the overnight Shelter will operate under extended hours. When temperatures reach 95 degrees or above (on weekends and holidays) the overnight shelter will operate under extended hours. In the event the temperature reaches 95 degrees or above (Monday-Friday) the Drop -In Center hours will be extended to provide cool center services. When temperatures or wind-chill fall below 32 degrees (Monday-Friday) the Drop-In Center hours will be extended to provide warm out of the cold. The cold weather shelter is open November 1 - March 31.
