Patient Financial Advocates (PFA) are also Certified Application Counselors, and are here to answer your questions or to help patients of New Horizons Healthcare to apply for sliding fee scale and/or Medicaid.

The Virginia Insurance Counseling and Assistance Program (VICAP) educates, counsels, and assist older consumer on medical benefits programs, long-term care insurance, and problems with Medicare, Medicaid, and medical bills paying.

Free counseling on Medicare, Medigap, Medicaid, LTC, HMO's, fraud, abuse, and assists with understanding and completing health insurance or related forms. Counselors will travel to client's home. VICAP will maintain records for clients on an on-going basis.

Provides in-person appointments and telephone counseling, information and referral, problem-solving, and follow-up pertaining to Medicare questions, plus impartial consumer counseling about health insurance and LTC insurance. Also serves those under 60 who are Medicare beneficiaries by virtue of disability.

The Virginia Insurance Counseling and Assistance Program (VICAP) is a free, unbiased health insurance counseling program for Medicare beneficiaries. Certified staff and volunteers explain the processes and choices involved with participants' coverage, including issues such as enrollment, benefits, "Extra Help", subsidies, billing, and appeals. Counselors are not connected with any insurance company or licensed to sell insurance. VICAP can also provide community presentations, including a Medicare overview for new enrollees and informative sessions about preventative benefits and fraud and abuse prevention.

The health justice and public benefits work centers on improving healthcare access and outcomes for Virginians experiencing poverty to promote health equity and reduce disparities. We know that achieving better healthcare access and outcomes requires improving many different systems that impact social determinants of health. The work covers a broad range of issues including securing income support, improving health-promoting public benefits programs, expanding insurance coverage, fighting for mental health infrastructure, preventing medical debt/medical debt collection actions, and redressing disability-based discrimination.

Volunteers provide free counseling to Virginia residents regarding health insurance options and assistance with medical insurance forms. Also provides accurate and objective information, counseling, and assistance to Medicare beneficiaries on a wide range of health insurance issues, including Medicare, Medicaid, long-term care, and prescription drugs.

The FAMIS Outreach Project is a grant funded initiative of the Virginia Health Care Foundation and the Anthem Blue Cross/Blue Shield Foundation that helps families apply for government funded health insurance (Medicaid and FAMIS) for their children. We also help pregnant women enroll in Pregnancy Medicaid and FAMIS MOMS which are also state and federally funded health insurance plans for the uninsured. Staff also helps families identify other health care options available and can answer questions related to coverage and options for application submission and processing. Medicaid Expansion Outreach Advocatecan assist with medicaid application year-round.

Provides free insurance counseling for individuals age 60 and older and disabled persons over 18 and their families. VICAP, the Virginia Insurance and Counseling Assistance Program, helps them to understand Medicare, Medicaid and Long-Term Care Insurance. Assistance in choosing a Medicare Supplement Insurance or Medigap policy is also provided. Counseling can be done by telephone or in person. The program can also assist eligible clients sorting through complicated medical bills and patients' rights issues such as grievances and appeals.

Available through the Virginia Insurance Counseling and Assistance Program (VICAP). Resolves claims or billing problems. Assists with filing for benefits, and sorting through complicated statements and notices. Provides confidential assistance to individuals in their area free of charge.

Compass is a personalized service to help with complex challenges, including understanding insurance basics, troubleshooting insurance coverage issues, seeking financial assistance for medical care and other living expenses, finding answers to legal questions related to work, school, disability/government benefits, and much more.
