VICAP counselors assist seniors with Medicare and help seniors and caregivers understand and compare Medicare and other health insurance benefits. Counseling is non-biased, confidential and free.

VICAP counselors can help all Medicare beneficiaries, including those with disabilities and younger than 65, explore options that best meet their needs. They can help you compare the quality of care and services given by health and prescription drug plans available in your area. VICAP counselors are trained and certified to help you understand and compare Medicare benefits. Working collaboratively with the Senior Medicare Patrol (SMP), VICAP counselors can help educate and empower beneficiaries to take an active role in detecting and preventing health care fraud and abuse.

The health justice and public benefits work centers on improving healthcare access and outcomes for Virginians experiencing poverty to promote health equity and reduce disparities. We know that achieving better healthcare access and outcomes requires improving many different systems that impact social determinants of health. The work covers a broad range of issues including securing income support, improving health-promoting public benefits programs, expanding insurance coverage, fighting for mental health infrastructure, preventing medical debt/medical debt collection actions, and redressing disability-based discrimination.

Assists and counsels individuals eligible for Medicare. Reviews Medicare coverage options, Medicare coverage appeals, and long-term care insurance. Specific assistance includes: explaining insurance benefits and helping consumers understand, file, or resolve Medicare claims, comparing Medicare supplemental policies, and Prescription Drug Plans.

The Virginia Insurance Counseling Assistance Program (VICAP) is part of a national network of programs that offers free, unbiased, confidential counseling and assistance for people who have Medicare or are about to enroll in Medicare. The Prince William Area Agency on Aging (the Agency) offers health insurance counseling assistance to older adults, their families and caregivers through the Virginia Health Insurance Counseling and Assistance Program (VICAP).
