The Virginia Insurance Counseling Assistance Program (VICAP) is part of a national network of programs that offers free, unbiased, confidential counseling and assistance for people who have Medicare or are about to enroll in Medicare. VICAP counselors are certified and trained to assist individuals in understanding all Medicare benefits, including Medicare, Medicare Part D, Medicare Advantage Plans, Medigap, and Long-Term Care Insurance.
