The Fair Housing Act also provides procedures for handling individual complaints of discrimination. Individuals who believe that they have been victims of an illegal housing practice, may file a complaint with the Department of Housing and Urban Development [HUD] or file their own lawsuit in federal or state court. The Department of Justice brings suits on behalf of individuals based on referrals from HUD.
Congress passed the Help America Vote Act of 2002 to improve the administration of elections in the United States. States are provided funding to replace outdated voting systems and are to create minimum standards to follow in key areas of election administration. Among other things, these key areas include voting systems, voting accessibility, statewide computerized voter registration lists, provisional voting, voter education, and voter registration by mail. dLCV monitors the way the Act is carried out with regard to persons with disabilities. dLCV surveys polling sites across the state to make sure they are accessible for persons with visual, sensory, and mobility impairments; provides voting rights information to persons with disabilities; provides voter registration materials to the public; and provides technical assistance, legal advocacy, and legal representation to persons who have been discriminated against in the voting process.

The Protection and Advocacy of Individual Rights Program allows dLCV to expand its services to individuals with disabilities in the community who are not eligible for other advocacy programs. An individual with a disability who requires information or services to overcome discrimination, barriers to living independently, or barriers to accessing benefits and services may be eligible for dLCV assistance under the PAIR Program. Additionally, individuals who need access to goods or services provided by private businesses may be eligible for legal advocacy or representation by dLCV. Individuals may be eligible for services under the PAIR Program only if they are not eligible for DD or PAIMI and are not receiving services under CAP.

The EEOC has the authority to investigate charges of discrimination against employers who are covered by the law. EEOC role in an investigation is to assess the allegations in the charge and then make a finding. If discrimination has occurred, EEOC will try to settle the charge.
Responsible for enforcement of OSHA, (safe occupational & healthy work environment for employees of businesses), apprenticeship training (apprentices are registered through employers for training in specific trades), and regulation of child labor law & payment of wage law and labor law. The Central Virginia Regional Office provides service to businesses and employees in the counties of Amelia, Brunswick, Buckingham, Caroline, Charles City, Chesterfield, Cumberland, Dinwiddie, Essex, Fluvanna, Goochland, Hanover, Henrico, King & Queen, King George, King William, Lancaster, Louisa, Lunenburg, Mecklenburg, Middlesex, New Kent, Northumberland, Nottoway, Powhatan, Prince Edward, Prince George, Richmond, Spotsylvania, Westmoreland, and the cities of Colonial Heights, Hopewell, Petersburg, and Richmond.

The Virginia Fair Housing Office is responsible for investigating housing discrimination complaints. Federal and state fair housing laws protects people from discrimination when trying to rent an apartment, buy a house, obtain a mortgage, or purchase homeowner's insurance. Fair housing requirements apply to all housing providers: property managers, owners, landlords, real estate agents, banks, savings institutions, credit unions, insurance companies, mortgage lenders, and appraisers. The Fair Housing Board administers and enforces the Fair Housing Law, although the Real Estate Board is responsible for fair housing cases involving real estate licensees or their employees.

Enforces state laws regarding labor-child labor, minimum wage, garnishments, payroll requirements, etc., and handles complaints and grievances related to such laws. Enforces OSHA regulations and administers State approved apprenticeship programs.

Assists consumers who may have been victims of housing discrimination, investigates claims of discrimination; and provides fair housing education and training.
Receives and investigates employment discrimination charges against private employers, state, and local governments. People are encouraged to come to the office as early in the morning as possible, to ensure adequate time to complete the intake process. All charges are handled on a walk-in basis.

Funded by the Ticket to Work and Work Incentives Improvement Act of 1999, the Protection and Advocacy for Beneficiaries of Social Security Program is funded by the Social Security Administration. The Ticket to Work system provides eligible SSI and SSDI beneficiaries with a "ticket" that they can use to obtain vocational rehabilitation (VR), employment services, and other support services from an Employment Network (EN) of their choice. dLCV advocates for Social Security beneficiaries to break down barriers to employment under the PABSS program.

FEW is an organization concerned with improving employment opportunities for women in the federal government. It publishes a newsletter on career and training opportunities, changes in civil service policies and regulations, and other issues of concern. The pentagon I chapter also maintains a job opportunities and talent bank to inform women of available positions throughout the government in the Washington, D.C. area

The Fair Housing Act covers most housing transactions including rentals, home sales, advertising, mortgage lending, home improvements, and zoning activities, but only if one is discriminated on the basis of one of the following protected classes as defined by federal, state, and /or local law, as follows: race, national origin, color, religion, sex, familial status, and disability. The Commonwealth of Virginia law adds elderliness, and the City of Roanoke law adds age and marital status. Landlord - Tenant issues can also be referred through this service.

Clients should schedule a Fair Housing/Predatory Lending appointment if they believe they have been victims of mortgage fraud, a loan scam, or discrimination in any aspect of the housing market. HCS counselors help clients understand their rights under fair housing law and help file complaints with the appropriate enforcement agencies.
