The success of Project Discovery is the partnership between the community, public schools and colleges. STOP Incorporated implements Project Discovery in high schools in local high schools. Students in the 9th through 12th grades are eligible to participate. The initiative provides field trips to colleges and universities and financial aid application assistance. Funded to Serve the Cities of Chesapeake and Norfolk STOP's Technology Busprovides elementary to high school students with a mobile technology and training system that creates opportunities for inclusion in the computer programming industry. This initiative provides students onboard, at local multi-city stops, with code-building processes, mentorship and engagement to prepare them for future economic advancement. The Technology Bus provides learning opportunities in computer programming, software design, gaming and robotics and computer repair and maintenance. Funded to Serve the Cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk, Virginia Beach and the Counties of Isle of Wight and Southampton Youth Development Initiatives are designed to engage youth in middle and high school. These programs provide opportunities for them to gain knowledge in the Science, Technology, Engineering, Agriculture and Mathematics fields through fun and innovative workshops covering these topics. STOP provides comprehensive summer camp experiences that focus on science and technology as well as tutorial sessions for youth focusing on areas of individual need to ensure that educational fundamentals are obtained. STOP's Youth Development initiatives also encourages students to stay in and graduate high school and provides resources and tools for students to successfully make the transition to post-secondary education. The objectives of the Promoting Safe and Stable Families are: 1) to prevent child maltreatment among families at risk through the provision of supportive family services; 2) to assure children's safety within the home and preserve intact families in which children have been maltreated, when the family's problems can be addressed effectively; 3) to address the problems of families whose children have been placed in foster care so that reunification may occur in a safe and stable manner; 4) to support adoptive families by providing support services as necessary so that they can make a lifetime commitment to their children. This is accomplished through the issuance of grants to state child and welfare agencies to serve families at risk or in crisis, to develop or expand and operated coordinated programs of community-based family support services, family preservation services, family reunification services, and adoption promotion and support services. Services are for the child and the parents or primary care giver. Such services may include individual, group, and family counseling; inpatient, residential, or outpatient substance use treatment and recovery services; mental health services; violence services; temporary respite care, child care and after-school care' therapeutic services; transportation services; parenting services; fatherhood programs; assessments; educational services; housing or other material assistance; socialization and recreational activities; case management and referrals to community services.

The Energy Assistance Program (EAP)consists of three components; Fuel Assistance (FA), Coolng Assistance (CA) and Emergency Crisis Assistance (CAP). The FA component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The CAP component is intended to provide assistance with heating equipment needs and emergency fuel outages. Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. Main Qualifications: Have a heating need, meet the income and resource levels, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements. Crisis Assistance applicants must meet the following: income level, resource level. Deposits: Opens the first working day in November. May only receive once per lifetime per fuel type. (Natural gas, electric and LP gas) Heating Equipment: Opens November 1st or the first working day in November for Replacement, purchase, or repair of primary heating source. Primary Fuel: Opens the first working day in January. It is for those that did not receive fuel assistance. Requires cut off notice for electric and gas. Almost out of fuel oil, wood, coal or island purchased kerosene. Cooling Assistance: Is offered during the beginning in mid-June. Must meet eligibility requirements.
