CVACL's Education and Nutrition Sites provide hot, nutritionally balanced meals for older adults in a local group setting. Meetings include educational presentations and discussions, health screenings, adapted exercise sessions, recreational activities, artistic and cultural programming, and social events. Van transportation is provided for participants needing assistance traveling to and from the site or its events, as well as for occasional group trips to grocery stores, pharmacies, and local shopping. As part of CVACL's "wraparound" services, each site member is assigned a Care Manager to provide needs assessments, referrals, and follow-up.

Energy Assistance Program (EAP)consists of three components; Fuel Assistance (FA), Coolng Assistance (CA) and Emergency Crisis Assistance (CAP). The FA component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The CAP component is intended to provide assistance with heating equipment needs and emergency fuel outages. Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. The Administrator directs and supervises the day-to-day operations of all county departments and offices, which are under the direct control of the Board of Supervisors, pursuant to county ordinances and regulations. The Homeownership Counseling Program focuses on helping low to moderate income residents build their financial capability skills, establish or repair their credit, purchase their first home, or save their homes from foreclosure.

A free appropriate public education is provided to all identified persons with disabilities ages two to twenty-one, inclusive, who live in Bedford County or who have been placed by their parents in a private school located within the Bedford County jurisdiction. The department investigates complaints of cruelty to animals, quarantines animals that have bitten humans, provides 24-hour emergency service for injured or stray animals and removes stray dogs and livestock from streets and public areas. The Animal Shelter is operated in accordance with state and local law.

The Richmond Juvenile Detention Center (RJDC) is a secure facility which serves both males and females in the service area of the City of Richmond. The facility is designed to provide safe temporary custody of pre-dispositional residents who are accused of conduct subject to the jurisdiction of the court, pending adjudication and/or disposition of charges placed against them. The Richmond Juvenile Detention Center provides a wide range of helpful services that support the resident's physical, emotional, mental and social development. Additional services include, but are not limited to education, recreation, counseling, nutrition, medical/health care services, reading, visitation, communication and continuous supervision of residents.

Person-centered Options Counseling is an interactive decision support process where people are supported in making long-term support choices that reflect their unique preferences, strengths, needs, values, and circumstances. Options Counseling is provided by individuals trained and practicing according to Virginia's Statewide Standards.
