The program is set up to provide monthly benefits to workers of any age and their families who face a loss of income due to disability or the death of a family wage earner.
Provides social security survivor benefits to eligible widow and widowers. Eligible individuals include: full benefits to a widow or widower at full retirement age, a disabled widow or widower 50 or over, a widow or widower at any age if he or she takes care of the deceased's child who is under age 16 or disabled, and receiving Social Security benefits. Benefits also apply to other survivors. Eligible individuals include: benefits to children at any age who were disabled before age 22 and remain disabled, dependent parents age 62 or older, some divorcees, and unmarried children under 18 or up to age 19 if they are attending high school full time. Under certain circumstances, benefits can be paid to stepchildren, grandchildren, or adopted children.

Monthly checks can be paid to certain dependents of a decreased worker if the worker had worked long enough in a job covered by Social Security. Payments can be made to a deceased worker's: Unmarried children under 18, full time high school student until 19. Unmarried children who became disabled before age 22. Widows or Widowers: 60 or older or surviving divorced mother or father if caring for worker's child under 16 (or disabled) who is getting a benefit based on the earnings of the deceased worker. Widows/Widowers, 50 or older who becomes disabled not later than 7 years after the worker's death, or within 7 years after mother's or father's benefits end. Dependent parents 62 or older.

The UMWA 1974 Pension Plan, the UMWA 1993 Benefit Plan and the Cash Deferred Savings Plan were established through periodic collective bargaining between the United Mine Workers of America and the Bituminous Coal Operators Association, Inc. The Combined Benefit Fund and the 1992 Benefit Plan were established by Congress in the Coal Industry Retiree Health Benefit Act of 1992 (Coal Act).
