Partners with school systems and other agencies to help students with disabilities in transition from middle school to high school and post graduate opportunities. Helps people transition from nursing facilities and other institutions back into the community.

Provides technical assistance, oversight, and compliance to Centers for Independent Living (CILs). CILs provide services and advocacy to promote the leadership, independence, and productivity of people with disabilities. CILs work with both individuals, as well as the local communities, to remove barriers to independence and ensuring equality of persons with disabilities.
