Provides an independent public agency providing impoundment, treatment, storage and transmission of potable water and transport and treatment of wastewater for the citizens of Charlottesville and Albemarle County. The Authority is a wholesale agency with two customers: the Charlottesville Water and Sewer Division and the Albemarle County Service Authority. These two agencies in turn provide service to the individual retail customers. Water and sewer operations are entirely supported by ratepayers, not by taxes.

SAFELINK WIRELESS® service is a U.S. government supported program for Income eligible households provided by TracFone Wireless, Inc. SafeLink Wireless offers low income families accessibility, freedom and the security in knowing that should an emergency occur wherever they are, they will stay safe and stay connected. The SafeLink Wireless service will be provided to low-income families for up to one year. Participants may renew service and will be required to re-submit eligibility documentation upon their year completion. Unused minutes will never expire and will automatically rollover. Administers city-owned facilities management, public utilities, and public services such as refuse and traffic management for the city. Handles trash pick-up, side walk repair, dead animal pick up, engineering, gas, water, and sewer services, street programs and transit services.

Provides a Collections Office of the Utility Billing Division responsible for administering payment plans on utility accounts where customers are experiencing difficulty in paying their utility bills. Such conditions may result from unusually high winter bills or loss of household income. Payment options, including installment plans and payment deferrals, and utility assistance programs may be discussed by calling (434) 970-3222.
Help paying utility bills may be provided to eligible members via Accomack or Northampton Social Services.
Provides services for in home appliances like Natural Gas Furnaces, Natural Gas Water Heaters, Gas Dryers and Ranges, Gas Logs and Space Heaters, Gas Generators, Gas Grills, Pool Heaters and Gas Lights. Also provides Natural Gas Heating systems, Natural Gas Cooling and Refrigeration, Commercial Food Service, Natural Gas Power Production, Natural Gas Water Heaters and Natural Gas Vehicles for Commercial and Industrial production.
