A walk-in and outreach service to anyone experiencing homelessness or a housing crisis. Providing connection to mainstream benefits, housing-focused case management and referral to other homeless services Walk-ins are accepted 8:30 AM to noon (even though office is open until 5:00 PM). Also, operate a hub and drop-in-site for youth who are homeless (ages 18-24). Youth can access basic supplies and essential services or resources.

Some newly constructed rental and senior housing developments provide a limited number of discounted units through the Affordable Rental Set-Aside program. Units designated as affordable set-asides have long-term affordability requirements, are discounted by the developer to levels affordable to low- and moderate-income renters, and rents and income limits are monitored by the City. The units are rented directly from each participating property and interested persons should contact these properties directly to determine availability (exception noted).

The Housing Resource Center (HRC) in Petersburg is the coordinated entry point for households in the Tri-Cities area. If you are facing a housing crisis in the Tri-Cities area, call the HRC at 804-722-1181. All callers are encouraged to leave a message with contact information. Calls will be returned as soon as possible. Please note that the HRC does not provide emergency shelter and is not able to provide immediate connection to housing.
Provides affordable housing to families and individuals that have significant barriers to stable housing, including poor credit, prior evictions and low-income. Does not offer emergency or subsidized housing; however provides low to affordable fair market value housing. Requires participation in budget counseling, individualized case management to address structural barriers to long-term housing like poor credit histories, itinerant rental histories and personal goals.

Provides a National Call Center for Homeless Veterans hotline to ensure that homeless Veterans or Veterans at-risk for homelessness have free, 24/7 access to trained counselors. A listing of rental apartment complexes is provided and staff offers available information on vacancies and their locations. In addition, staff conduct an annual Apartment Survey, which provides information on the location, contact numbers and available amenities of rental complexes with 10 or more units in the City.
The Housing Resource Line is a centralized access point to help connect residents in the PlanRVA region to programs and services that will help address their housing needs.

The Move to Opportunity Program helps families with Housing Choice Vouchers move to neighborhoods with better opportunities. HOME trains families to be responsible tenants, prepares them for their move to their new neighborhood, and continues to provide support for program families and landlords even after placement.

Assistance to Obtain Independent Housing Our staff maintains resource lists of the various types of housing available in our service area, including lists of subsidized and tax credit housing. A list of funding resources for home modifications for both renters and home owners is also kept updated and available to the public. Housing counseling is available to explain how to apply for subsidized housing options and dealing with wait lists. A list of shelters is provided for those seeking emergency housing options. Staff coordinates with public and private housing agencies to advocate to increase accessible and affordable housing options for people with disabilities. The goal is to assist people with disabilities to obtain housing options that support their independence and ability to live actively and integrated in their communities. Individuals with disabilities can receive services through peer mentoring and ILS workshops to assist them to prepare for independent housing. A Peer Mentor may also assist an individual to explore services, home modifications or assistive technology needed to support independence and self-determination.
A website of available affordable rental units throughout Virginia that helps renters find housing based on their specific needs. The service also provides links to rental housing resources and helpful tools for renters such as an affordability calculator, rental checklist, and information about renter rights and responsibilities. Landlords can list their affordable units for free.
The Center works with people with disabilities and private/public housing managers to locate housing which is accessible and suited to the participants needs.
Offers comprehensive programs and workshops geared towards assisting service members, their families, and DoD civilians navigate their way through the sometimes stressful relocation process.
