Chesterfield County Emergency Management Division protects the county citizens, visitors and its environment by coordinating and integrating all activities necessary to build, sustain, and improve the capability to mitigate against, prepare for, respond to, and recover from threatened or actual natural disasters, acts of terrorism, or other man-made disasters.

The Office of Patient Recruitment serves to educate the public about clinical trial participation at the NIH Clinical Center. A 105-bed assisted living facility for adults who require assistance with at least two activities of daily living. Licensed to provide care to residents who require only the residential level of care. Provides care for residents who by reason of physical or mental impairment are not capable of self-preservation without the assistance of another person.

Provides and manages low-cost rental housing at the Winchester Gardens Apartments on 10th Street in Waynesboro. Applications are taken at the Waynesboro Redevelopment Housing Authority for low-income tenants.

Provides public transit for the Town of Marion and Smyth County. This service includes shopping routes, transportation to congregate nutrition sites operated by District Three Senior Services, and town transit in Marion and Wytheville.

Provides residents with comprehensive environmental health services such as food, water and building inspection, sewage disposal, septic and well permits, public food permits, regulation of public food establishments, tourist establishment sanitation and restaurant applications. Investigates reports of food illnesses, working with businesses and citizens to educate and correct deficiencies. Also investigates reports of raw sewage or other reports of ground water contamination.

Responsible for providing 24-hour care for youth ordered into our custody, services to family members which promote the child's return to the birth family, and custody studies, home family assessments, and ensuring parental rights are legally terminated if the child is adopted.

The First-time Homebuyer Program offers homeowner education classes, credit report reviews and housing counseling to assist County residents and local workforce in purchasing safe, decent, affordable housing. The program also assists qualified buyers with down payment and closing cost assistance and in designated areas offers low-interest rate financing. HRPDC HOME down payment assistance funds are available to assist with purchases of homes throughout the County. The Community Homeownership Revitalization funds are available to purchase attached and detached single-family homes in designated revitalization areas. The Community Homeownership Revitalization Program sets aside funds for permanent financing with an interest rate 0.5% below VHDA's prevailing rate at the time the lender locks in the loan.
