The Central Virginia Regional Library serves as a lifelong learning resource by providing access to information and assisting in its use for personal and community development. The library will meet informational needs and assist with educational, civic, and cultural activities using resources, classes, and programs.

Mental Health Skill-building Services (MHSS) is an intensive, home-based service that is designed to assist the client in obtaining independence or stability within the community. The program is available to older adolescents and adults who have long term mental health needs, cognitive deficiencies or dual diagnoses.

Provides a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE) for all special education children ages two to twenty-one.

Provides existing and prospective small businesses with counseling, training and specialized services concerning the formation, financing, management and operation of small businesses.

Services offered: * Medical services provided by Licensed Physicians and Nurse Practitioners. * Lab services on site. * Full range of X-ray services available through referral. * Counseling services offered two days per week by Licensed Clinical Social Worker. * Black Lung services available through referral. * Sliding Fee Scale available to patients with no insurance and who qualify. * Free medication program available to patients with no insurance and who qualify. * Mother and Infant Care Center(MICC) program available.

This program works with other military and civilian agencies to provide comprehensive assistance, coordination, medical, educational, housing, community support and personal services to military families with special needs.

Coordinates with local and State authorities in time disaster. Coordinates communication for 911.

Provides an adult education program to help adults earn their GED and participate in Adult Basic Education (ABE) classes ( literacy skills).

Transforms pounds of surplus food donated by area food service businesses (restaurants, hotels, university cafeterias, caterers, etc.) into nutritious meals and delivers these meals daily to partner agencies in the Washington metropolitan area, including homeless shelters, rehabilitation clinics, adult education programs, and after school programs.

Responsible for upholding various building codes and ordinances, provides permits, inspects property.

Investigates complaints of adult abuse, neglect, or exploitation within state mandated time limits in order to provide appropriate services to ameliorate the protective issues identified.

Provides a juvenile and family matters court service unit that has jurisdiction over minors who have been charged with an offense, who have committed status offenses or traffic violations, or who have been neglected or physically or sexually abused. In addition, this court handles other matters involving the family such as custody, support and visitation. The court also hears family abuse cases, cases where adults have been accused of child abuse or neglect, and criminal cases where the defendant and alleged victim are family or household members.

Temporary Assistance Care Plan that provides supervised care for individuals unable to be left alone by family members while on vacation, during a hospital stay, or for convalescence. Assisted Living care for individuals unable to live independently but who do not need nursing care. Admit from the greater Lynchburg community as well as from within Westminster Canterbury.

Provides income-based subsidized housing for individuals and families.

School entrance and special school examinations. Pubic health nurses serve as consultants to school nurses and are available for health education.

The Energy Assistance Program (EAP)consists of two components; Fuel Assistance (FA) and Emergency Crisis Assistance (CAP). The FA component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The CAP component is intended to provide assistance with heating equipment needs and emergency fuel outages. Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. Main Qualifications: Have a heating need, meet the income and resource levels, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements. Crisis Assistance applicants must meet the following: income level, resource level. Deposits: Opens the first working day in November. May only receive once per lifetime per fuel type. (Natural gas, electric and LP gas) Heating Equipment: Opens November 1st or the first working day in November for Replacement, purchase, or repair of primary heating source.

The LRS program was designed to assist those who are able to pay normal attorney fees but whose ability to locate legal representation is frustrated by a lack of experience with the legal system, a lack of information about the type of services needed or a fear of the potential costs of seeing an attorney.

Provides an assessment, via home visit, to determine the needs that a senior citizen may have. Assists clients in obtaining services such as home-delivered meals, in-home services, transportation and options counseling. Includes the development of a care plan and monitoring of services once they are in place.

Provides materials to and from libraries worldwide. Services include computerized library catalog, computerized magazine indexes, and special collections.

Assists low-income families with children up to age 6 and pregnant women with access to medical and dental services and act as a link to other human service organizations/providers in the NRV. Offers comprehensive case management in the home where children receive consistent and comprehensive care in a familiar setting. CHIP services, provided by a nurse and a home visitor team, include helping families make and keep appointments and follow physician recommendations, educational home visits, parenting education, helping families set and reach personal and family goals, transportation to medical and dental appointments, medical case management, and referrals to other community-based services to help meet the multifaceted needs of families. All services emphasize prevention and early intervention. This is not the state CHIP insurance, but will help families access Medicaid or FAMIS (state CHIP insurance). Not a substance abuse/ mental health provider but can connect families to those resources. Transports only if no other means available.

Connections ABA & Family Support Services Provides home-based and clinic-based Applied Behavior Analysis (ABA) services for children and adolescents under the age of 21 who demonstrate significant impairment in adaptive functioning that is related to either developmental delays or other health conditions.

Provides comprehensive human services information, referral, advocacy and follow-up as needed. Part of the Northern Virginia Information and Referral Network. Will mail materials when asked.

Enforces the Building Code, performs inspection of new and existing buildings, reviews permits.

Emergency shelter and support services primarily for individuals (18 and older) and their dependent children who are fleeing domestic violence or have experienced sexual violence.
