Emergency Management oversees and coordinates emergency mitigation, preparedness, response and recovery services to the residents of Spotsylvania County with the appropriate Spotsylvania County agencies and external partners. This typically occurs in the Emergency Operations Center (EOC) and efforts are guided by the Emergency Operations Plan (EOP), which is reviewed annually and updated every four years. Through outreach, the office encourages residents to become more resilient to ensure they are prepared for emergencies. We also manage the public alert and warning systems for Spotsylvania County, namely SpotsyAlert, to ensure residents are informed before, during, and after an emergency.

The Children's Advocacy Center of New River Valley (CACNRV) is a child-focused, community-based program created to ensure that children are not re-victimized by the very same system designed to protect them. The CACNRV is a single organization and facility that unites the people and services an abused child needs during the investigative process. Our goal is to reduce the emotional trauma to children during the investigation and prosecution of child abuse cases. The CACNRV offers forensic interviews of children by a trained forensic interviewer in a child-friendly environment. Working with law enforcement, CPS investigators, Commonwealth Attorneys, victim advocates, forensic nurse examiners, mental health providers, and other relevant disciplines to these cases, the CACNRV works to provide children and their families with ongoing services throughout the investigative process and beyond.

The Energy Assistance Program (EAP) consists of three components: Fuel Assistance (FA), Cooling Assistance (CA) and Emergency Crisis Assistance (CAP). The Fuel component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The Crisis component is intended to provide assistance with heating equipment needs and emergency fuel outages. The Cooling component is intended to provide supplemental assistance to cover cooling expenses and cooling equipment needs.
Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. Main Qualifications: Have a heating need, meet the income levels, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements.
Crisis Assistance applicants must meet the following: income level, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements. Assistance with Security Deposits: Opens the first working day in November. May only receive once per lifetime per fuel type. (Natural gas, electric and LP gas) Heating Equipment: Opens November 1st or the first working day in November for Replacement, purchase, or repair of primary heating source. Primary Fuel: Opens the first working day in January. If Fuel Assistance was received it must be exhausted. Requires cut off notice for electric and gas. Almost out of fuel oil, wood, coal or island purchased kerosene.
Cooling Assistance: Is offered June 15 thru August 15. Must meet eligibility requirements and have at least one vulnerable person in the household (child under six, person over 60, or disabled person). Cooling Assistance will help with the payment of utility bill for cooling, repair of cooling equipment or purchase of window air unit.
Applications for all Energy Assistance Programs may be made via paper application, by phone through Enterprise Call Center at 1-855-635-4370, online at commonhelp.virginia.gov or coming into the agency.
