There is no income guideline requirement, however, clients must have a disconnect notice. EnergyShare intake agencies determine eligibility for EnergyShare and may have additional requirements when qualifying customers for this program.

Emergency shelter services for homeless men every night of the year. Beds are reserved for the night through a daily intake process. They can stay for thirty days initially and then are placed on a 15-day- in/15-day-out rotation to encourage them to find permanent housing.

Provide counseling and substance misuse assessments for those suffering with substance misuse. This includes anyone who is dealing with addiction. This includes those struggling with addictions to methamphetamines, alcohol, opiates, heroin, marijuana, cocaine, MDMA, LSD, etc.

Region Ten provides a wide array of substance use treatment that includes a comprehensive continuum of care to meet individual preferences and needs, as well as recommended levels of care. This continuum includes outpatient therapy (group and individual), case management, care coordination, intensive outpatient program, co-occurring treatment, peer support, and residential levels of care. These services are provided throughout Region Ten's sites and locations.

A YWCA On-Call Crisis Counselor is available 24/7 to respond to victims of domestic violence, sexual assault, human trafficking, and stalking, and for a family member(s)/friend(s) to provide support, information, and advocacy. Hospital, law enforcement, and magistrate /courts accompaniment for protective orders are available

Free counseling on Medicare, Medigap, Medicaid, LTC, HMO's, fraud, abuse, and assists with understanding and completing health insurance or related forms. Counselors will travel to client's home. VICAP will maintain records for clients on an on-going basis.

A public library for Northumberland County residents and surrounding counties. Offers children's and adult programming related to books, arts and culture. Also provides public internet computers.

A strong focus will be on ensuring the needs of kids are met through strategic partnerships with our school system, daycare partners, pediatricians, and child enrichment programs. Families will have access to our Community First program which offers short to medium term rental assistance and wrap around supportive services to ensure they quickly exit shelter to their own home and are successful in their new housing.

The Registrar's Office is responsible for all election activities within Powhatan County. The Registrar's Office provides a variety of useful information to county citizens such as election district maps that determine where a person votes, and (in the case of local elections) who the choices might be. Citizens may register to vote there or check on their eligibility. Any registered voter who chooses to vote-by-mail may request an absentee ballot from the office. The Registrar's Office distributes information and required forms to those persons wishing to run as a candidate for elected office and the various filing deadlines. The office ensures that polling places are staffed with trained election officers and that the voting machines are tested are working properly. The Registrar collects local election results and forwards them on to the Virginia Department of Elections for mass distribution.

Loan funds are available for up to 50 percent of the required down payment plus reasonable closing costs. This assistance is in the form of a 10 year, forgivable, no interest loan of $1,000 to $8,000 maximum. Funds are available on a first come, first served basis. If the home you're purchasing was built before 1978, the City requires a visual assessment of potential lead-based paint hazards. The DPA will not assist homes with potential lead based hazards.
