The Educational Opportunity Centers (EOC) Program will offer educational support to adults who may want to re-enter high school equivalency programs as well as provide guidance about college admissions and careers. The program will connect participants with tutors, mentors and counselors who will coach them through the college admissions process, teach them about financial aid and offer guidance on course selection.

Provides education, objectively counsels and assists consumers on medical benefit programs and problems with Medicare, Medicaid, medical bill paying and long term care insurance. Counselors receive special training and supervision on health insurance counseling issues. They are not connected with any insurance company nor are they licensed to sell insurance.

The Housing Crisis Hotline conducts the initial intake assessments and referrals for emergency shelter, transitional housing, rapid re-housing and permanent supportive housing Chesapeake, Norfolk, Portsmouth, Virginia Beach and Western Tidewater. The hotline also does eligibility screening, referrals and waitlist management for financial assistance in form of rent, mortgage, including first months rent security, or utility deposits to avert eviction or end homelessness for multiple agencies in the region. Each referral source has a limited amount of referrals each month.

Children, under 18, who may be physically, sexually or emotionally abused or neglected are entitled to services regardless of income. Child protective services receives reports of abuse and neglect, conducts investigations to determine validity of CPS reports, and provides services to enhance child safety and to prevent further abuse and neglect to families and children.

Assists military connected families and service members to resolve a variety of stress-causing situations. This is accomplished through the use of problem-solving and crisis intervention skills, reporting and communication services and appropriate referral skills. Emergency Communication In the event of an emergency, critical accident, illness, or death in a service member's immediate family, the Red Cross verifies the situation and relays an emergency leave request to proper military authorities. It is then up to the commanding officer to decide whether or not to grant leave. Health and Welfare Inquiries Sometimes, a long time with no word from the service member can become worrisome. The Red Cross, through our worldwide communication network, can communicate with the installation or ship. Also, service members can request the same services related to families back home. The Red Cross chapter may also provide services related to referral, advocacy, humanitarian reassignment, and emergency financial assistance. When calling for assistance, very helpful to have available service member's service number, MILITARY address and birth date and rank and rate.

Housing and budget counseling are major components of this assistance to help each client develop goals to work toward self-sufficiency. Financial assistance may include: rents and rental deposits and utility deposits and payments. Provides financial assistance to clients experiencing some kind of short-term crisis beyond their control, such as a serious accident, illness or injury; an unexpected job layoff, termination or reduction in hours; a loss of daycare or transportation that has affected a client's ability to work; or a delay in approved benefits.

Provides a juvenile and family matters court service unit within the county Superior Court System that has jurisdiction over minors who have been charged with an offense, who have committed status offenses or traffic violations, or who have been neglected or physically or sexually abused. In addition, this court handles other matters involving the family such as custody, support and visitation. The court also hears family abuse cases, cases where adults have been accused of child abuse or neglect, and criminal cases where the defendant and alleged victim are family or household members.
