The Lynchburg City Assessor's Office is required to maintain an alphabetical ownership tax roll each year for the period of July 1 through June 30. To maintain the role, the City Assessor must keep current property records showing the physical characteristics of each parcel and in accordance with Chapter 18-48 of the Lynchburg City Code, Title 58.1 of the Code of Virginia, and Article X of the Virginia Constitution. Staff values approximately 32,525 real estate property parcels, of which 1,645 are exempt. The real estate tax rate for 2025 to 2026 is $0.84 per $100 of the total assessed value. Property transfers and building permits are processed throughout the year and all parcels are reassessed biennially. Provides the WATTS program, (Winchester Area Temporary Thermal Shelter) which offers emergency shelter to families and individuals in the City of Winchester and County of Frederick. The program is comprised of various churches who network to provide weekly stays (Monday PM to Monday AM) for those needing emergency shelter during the winter months starting the first week in November through March. The following services are available: cots, shower facilities, laundromat tokens, nursing check-ups and two hot meals (dinner and breakfast). Check website for current schedule.

Case managers assist children and their families in finding medical, psychiatric, social, educational, and other services which are needed for the child to thrive in the community. This would include help with referrals to other services, transportation to appointments, and assistance in working with school staff, physicians, and other agencies. Case managers work with children with serious emotional disturbances. They help families access outpatient treatment, intensive in-home treatment, and ongoing psychiatric treatment and medication. Case managers also assist children with mental retardation to gain access to the Mental Retardation Waiver, which can provide personal assistance, respite, assistive technology and other services. Case managers also work with a child's IEP team in the schools.

When an individual is accepted for membership in an Oxford House, there is no time limit on how long he or she can live there, but the use of alcohol or drugs or non-payment of rent will result in expulsion. Eligible customers will receive a utility assistance grant applied directly to their Columbia Gas bill to help maintain or restore basic gas service (up to $300 per calendar year). Eligible customers will have a household income at or below 150% of the Federal Poverty Income Guidelines. Available to customers who may not be eligible for the Energy Assistance Program. Grants are dispersed on a first-come first-serve basis to eligible applicants and are based on funding availability.
