The Registrar's Office is responsible for all election activities within Powhatan County. The Registrar's Office provides a variety of useful information to county citizens such as election district maps that determine where a person votes, and (in the case of local elections) who the choices might be. Citizens may register to vote there or check on their eligibility. Any registered voter who chooses to vote-by-mail may request an absentee ballot from the office. The Registrar's Office distributes information and required forms to those persons wishing to run as a candidate for elected office and the various filing deadlines. The office ensures that polling places are staffed with trained election officers and that the voting machines are tested are working properly. The Registrar collects local election results and forwards them on to the Virginia Department of Elections for mass distribution.

The Energy Assistance Program (EAP)consists of three components; Fuel Assistance (FA), Coolng Assistance (CA) and Emergency Crisis Assistance (CAP). The FA component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The CAP component is intended to provide assistance with heating equipment needs and emergency fuel outages.
Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. Main Qualifications: Have a heating need, meet the income and resource levels, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements.
Crisis Assistance applicants must meet the following: income level, resource level. Deposits: Opens the first working day in November. May only receive once per lifetime per fuel type. (Natural gas, electric and LP gas) Heating Equipment: Opens November 1st or the first working day in November for Replacement, purchase, or repair of primary heating source. Primary Fuel: Opens the first working day in January. It is for those that did not receive fuel assistance. Requires cut off notice for electric and gas. Almost out of fuel oil, wood, coal or island purchased kerosene.
Cooling Assistance: Is offered during the beginning in mid-June. Must meet eligibility requirements.

It shares authority with the general district court to hear matters involving claims that exceed $4,500 but do not exceed $25,000, and in civil cases for personal injury and wrongful death where the amount of the claim does not exceed $50,000. The circuit court has the authority to hear serious criminal cases called felonies. The circuit court also handles family matters, including divorce. In addition, the circuit court hears cases appealed from the general district court and from the juvenile and domestic relations district court.

Under certain circumstances, benefits can be paid to stepchildren, grandchildren, or adopted children.

Offers programs for at-risk youth which include Project Safe Place and the Runaway Shelter. Link House is for adolescent females ages 12 to 18 in state custody. Youth may be delinquent, unruly, or dependent and neglected. They typically exhibit emotional and/or behavioral problems from unmet needs during early childhood that may be coupled with past instances of emotional, physical and/or sexual abuse. Daily structured program seeks to build on identified strengths of each youth. The program strongly encourages family involvement to achieve the ultimate goal of family reunification. Independent living or foster family care may be sought for youth with no viable family resource. Assessment and observation services for state custody youth on referral by the Tennessee Department of Children's Services. Services include Daily Life Skills Group; Individual, Group & Family Counseling; Independent Living Skills; Therapeutic Recreation; Substance Abuse Counseling; Family Reunification; and Aftercare Services. Also, Link House offers Oasis @ Link House Residential observation and assessment program for court-ordered adolescent females ages 12 to 17. This 30-45 day program provides comprehensive assessment of the youth to determine treatment needs, which assists the courts with placement decisions. Services include Individual, Group & Family Counseling; Daily Life Skills Groups; Therapeutic Recreational Activities; Case Management; and Family Involvement. Link House also provides Project Safe Place Phone: 877-288-1828, providing temporary, emergency shelter and counseling to youth who are runaways, throw-aways, or are escaping unresolved family conflicts. This nationwide program is the only one of its kind within a 100-mile radius where youth can seek 72-hour sanctuary. The goal of the program is to intervene quickly, and assist the youth and their family with reunification. As an outreach of Link House, Runaway Program & Project Safe Place offers emergency shelter and crisis intervention services for runaway, homeless, and throw-away youth and seeks to educate youth to access services through Link House instead of running away and possibly facing uncertain dangers on the streets.
