The functions of the Harrisonburg City Manager include: Carrying out Council’s policies and directives; preparing the budget; recruiting, hiring, and supervising city staff and all department heads except the City Attorney and City Clerk; overseeing daily operations of all city departments; facilitating the flow of ideas and information between and among elected officials, employees and citizens; serving as chief adviser to council/prepares council meeting agendas; serving on numerous local and regional boards.

The Commissioner of the Revenue is the administrator of several real estate and personal property tax relief programs for elderly and disabled citizens. The Veteran Services Division of Virginia Beach Commissioner of the Revenue administers personal property and real estate tax relief programs for veterans and the surviving spouse of a veteran or person who died in the line of duty.

The county administrator directs and supervises the day-to-day operations of all county departments and agencies, which are under the direct control of the Board of Supervisors pursuant to county ordinances and regulations. The County Administrator also provides administrative support to the board and implements its directives with regard to board agendas, meetings, resolutions, responsible for recording the legal business of the Board, for supplying such records upon demand for publication according to legal requirements, and constituent services.
