The functions of the Harrisonburg City Manager include: Carrying out Council’s policies and directives; preparing the budget; recruiting, hiring, and supervising city staff and all department heads except the City Attorney and City Clerk; overseeing daily operations of all city departments; facilitating the flow of ideas and information between and among elected officials, employees and citizens; serving as chief adviser to council/prepares council meeting agendas; serving on numerous local and regional boards.

Directs and supervises the day-to-day operations of all County departments and agencies which are under the direct control of the Board of Supervisors, pursuant to County ordinances and regulations.

Oversees the operation of the city of Galax.

The County Administrator executes policies established by the Board of Supervisors or mandated by the Commonwealth of Virginia, represents the Board in County matters, and reports directly to the Board of Supervisors. Mr. Hatfield also manages County Administration staff, the Public Works Department, and other special projects as needed.

The Town Manager’s Office manages day-to-day operations and provides leadership and support to all of the town departments. Another important task of this office is to carry out the policies of the Town Council fairly and equitably. The Town Manager’s Office acts as the liaison between town government, citizens, community organizations, institutions and neighboring jurisdictions including state and federal government facilitating communication to help these parties work together more effectively. The divisions of this office include Community Relations, Housing and Community Connections, Sustainability and Human Resources.

Provides Voter Registration, Absentee Voting, and Election Administration for Shenandoah County.

The Bedford County Board of Supervisors is the legislative and governing body of Bedford County and consists of seven members representing seven districts. Supervisors serve four-year staggered terms. During the first meeting in January, the chair and vice chair are elected by and from the Board of Supervisors.

Works directly for the Board of Supervisors. Responsibilities include drafting, implementing, and enforcing policies that are adopted by the Board of Supervisors. The administrator also maintains the record of the proceedings for the Board of Supervisors, and maintains county operating and capital budgets.

Provides administration for the government of the City of Buena Vista.

Responsible for the administration and operation of James City County government.

Services provided are adoption of the City budget, approval of all tax levies, adoption of ordinances, approval of amendments, supplements or repeals to ordinances and the City codes, and appoints the City Manager, City Clerk, City Attorney and various local boards, commissions and committees.

The General Registrar's office registers all eligible citizens to vote.

Responsible for the administration and operation of Isle of Wight County government.

Performs and provides support for programs and activities related to the physical development and the use of land within the City's limits. The activities include the development of the City's Comprehensive plan and the on-going implementation of that plan; reviewing and permitting land uses through rezoning, use permits, site plan review, subdivisions, and certificates of compliance.

The Town Manager is appointed by the Town Council to oversee the daily operations of the Town of Amherst, advise and administer the policies and procedures of the Town Council, and enforce Town ordinances adopted and actions passed by Town Council. The Town Manager is responsible for the management of all Town departments and all Town funds, working with the Finance Office to coordinate the budget development process that includes revenue and expenditure projections for the upcoming fiscal year, and reviewing policies and programs in an effort to provide improved services to the community.

The office is responsible for managing the city's finances, including revenue collection, disbursement of funds, and investment of city assets. The Treasurer's Office also plays a key role in the city's budgeting process and works closely with other city departments to ensure the efficient and effective use of public funds.

The General Registrar for the City of Lynchburg manages all activities related to voter registration, facilitates citizen education regarding registration and voting, and works under the direction of the Electoral Board to prepare for, administer, and report the results of local, state and federal elections.

Provides a department of local government which serves as the elected representative of the people and is responsible for the establishment of policy and laws to be carried out by the city manager. Instrumental in implementing the establishment of neighborhoods, senior service and community service centers. Other services include community planning and development in coordination with city agencies. Administrative services include budgeting. Council votes on budgets submitted by city agencies.
