The program is set up to provide a quality educational program for all students, to assist each student in reaching his or her potential and to prepare students to be responsible and productive citizens in an ever changing society. Registration day for children eligible to enroll in kindergarten in Norfolk Public Schools for the school year can be found in the elementary schools and on-line.

Norton City Schools is comprised of two schools. Norton Elementary and Middle School houses students in grades Pre-K through 7 and a special needs Pre-K program. John I. Burton High School includes traditional education and Dual Enrollment opportunities through cooperation with Mountain Empire Community College and the University of Virginia's College for students in grades 8 through twelve.
