Families of 4 year old children who meet Federal income guidelines and live in designated attendance zones may be eligible. Center based program services are available for specified school attendance areas. Families should contact the Head Start office for more information regarding eligibility and registration. The Children's Museum Family Engagement team supports caregivers through partnerships in the community as well as activities in the museums. The team focuses on core skills for school readiness using The Basics, advocates for children with disabilities and supports caregivers with information and strategies about learning through play. The act of play is essential to a child's development, contributing to their cognitive, physical, social, and emotional well-being. With plenty of print and digital resources, along with museum-based learning experiences, The Children's Museum Family Engagement programs seek to provide learning for the whole family, engaging all caregivers in the power of play.

Healthy Families provides voluntary, comprehensive home-visiting services that support at-risk expectant and new parents and help prevent poor childhood outcomes. Home visits are activity-based and focus on a variety of topics including healthy family functioning, family goal planning, maternal and child health, positive parenting strategies, child development, and school readiness. Home visitors also provide families with referrals to a wide array of community resources.

The primary goal of the program is to provide early childhood education and intensive mental health treatment to children. In addition, SCAN works with caregivers to empower them to help reduce the long-term effects of traumatic abuse and neglect for children. SCAN work to integrate children into mainstream classroom settings so that they are able to be successful in school.

The Sprout School provides a full or part-day, high-quality early childhood education for toddlers and young children ages 2 months through 5 years old. Full day, preschool programming with services available for homeless children. Accredited by the National Association for the Education of Young Children (NAEYC), 3 Star Rated by Virginia's QRIS, and licensed by the Virginia Department of Social Services.

Operates two program types; Early Head Start and Head Start. 1) Early Head Start serves pregnant women and infants to 36 months of age. 2) Head Start serves children 3 years old to school age. Two program options for each program type; Home based services and center based services. Pregnant women are only served in our home based option. Center based services provide all the EHS and HS services to children ages one month to school age in a group setting. Early Head Start operates year round programs. Manages all aspects of NPS' participation in the federal Title I program. Additionally, the Office of Early Learning and title I also oversees several preschool programs for Norfolk Public Schools, including programs for three and four-year-old scholars. PREKINDERGARTEN PROGRAM: Provides a FREE, full-day, high-quality instructional program for preschool aged students identified as at risk for early academic challenges. There are 21 Title I classes for three-year-olds and 90 classes for 4-year-olds located throughout the school division and the city of Norfolk. TITLE 1 The purpose of this program is to provide local education agencies supplemental federal funds to assist schools with high percentages of economically disadvantaged students. This assistance is aimed at helping students reach proficiency on state academic achievement standards.

Heritage Child Development operates a preschool for ages 2 1\2 through 5 years of age and a before & after school program through 5th grade. Operate year round, with a full time summer schedule for preschool through elementary 5th grade.
