NVMS delivers Restorative Justice (RJ) services for youth and adults in collaboration with local public school systems, juvenile courts, police and neighborhoods. RJ involves a facilitated process that focuses on restoring accountability and repairing harm following a harmful incident such as a discipline issue in school, a neighborhood conflict or a misdemeanor crime. Participation is voluntary and community oriented with a focus on the needs of those affected by harm, or victims, in addition to accountability for those who committed harm, or offenders.

Youth Development promotes the healthy social emotional development of children and youth through evidence- based prevention services and initiatives, subsequently preventing costly risk outcomes such as alcohol and other substance use, pregnancy, school drop-out, and violence.

Assisted Living/Memory Care/Independent Living

Provides public library and information services to the community, including circulating and non-circulating books, newspapers, magazines, videos, CD'S, walk-in, telephone and computer reference services, children and adults educational and cultural programs, public computers and typewriters, computer dial-in access to the catalog, and access to the Internet.

Provides adult learners with the opportunity to improve English grammar and vocabulary skills. Offers basic and intermediate English As a Second Language classes. ESL classes are free. They are held on Monday, Wednesday and Friday from 9:30am to 11:30am at the Wilson Avenue House in Blacksburg (404 Wilson Avenue, beside Harding Avenue Elementary School.)
