Higher Grounds mentoring program empowers youth to develop the necessary skills and abilities required to maximize their opportunities for personal growth and productive citizenship. Higher Grounds provide school based, academic, therapeutic, and group mentoring based on personal need and development. Youth are connected to current community resources aimed particularly at the development and improvement of character and competency. Providing the basic skills needed to transition into adulthood through education, skills training, exposure to different cultural ideas, and the building of confidence.

Provides community-based services that educates, promotes family stability, self-reliance and has benefit programs that meet the basic needs of citizens. It also provides programs that protect against abuse and neglect of children and adults.

Beginning-level English classes teach the foundation skills adult English language learners (ELLs) need to learn to speak, understand, read, and write English. Offered at several locations through the region, classes are held at least two nights a week for two hour class sessions and are closed enrollment. The curriculum focuses on American culture and life skills important to the workplace, community, and family, which includes an introduction to technology through blended learning.

Family planning is a preventive health service directly related to female reproductive health care. It includes abstinence education, providing contraceptives and reducing exposures to sexually transmitted diseases (STDs). It also includes improving a woman's general health so she can conceive and deliver a healthy infant and minimize her risk factors for the diseases and injuries that can decrease the length or quality of her life.

To serve and protect the public and promote a safer community through responsible animal ownership and humane care. The department operates a shelter for the specialized care of animals in their custody. The shelter provides veterinarian care for homeless or unwanted animals until they are adopted or placed with an animal rescue organization. This facility does not euthanize healthy, adoptable animals.

At Goodwill, individuals with a criminal history, who want to work, are assisted with preparing to go to work and maintaining regular employment. The program provides a road map for participants to achieve a long-term goal of remaining attached to the legitimate workforce and maintaining their freedom. WATTS’ Daytime Shelters (Warming Center: Winter | Cooling Center: Summer) offer adults experiencing homelessness a safe, warm/cool refuge to sit for a few minutes or hours to escape the winter chill or summer heat extremes. Offer snacks and drinks daily, restrooms and a shower, and often have lunch offerings when provided by generous volunteers. Guests can charge their phone and access resources. Open seasonally.

The Energy Assistance Program (EAP)consists of three components; Fuel Assistance (FA), Coolng Assistance (CA) and Emergency Crisis Assistance (CAP). The FA component is intended to provide supplemental assistance to offset the rising costs of heating expenses. The CAP component is intended to provide assistance with heating equipment needs and emergency fuel outages. Fuel Assistance opens the second Tuesday in October. The last day for applying is the second Friday in November. Main Qualifications: Have a heating need, meet the income and resource levels, include all persons living in the household, live in an eligible living arrangement and meet the citizenship requirements. Crisis Assistance applicants must meet the following: income level, resource level. Deposits: Opens the first working day in November. May only receive once per lifetime per fuel type. (Natural gas, electric and LP gas) Heating Equipment: Opens November 1st or the first working day in November for Replacement, purchase, or repair of primary heating source. Primary Fuel: Opens the first working day in January. It is for those that did not receive fuel assistance. Requires cut off notice for electric and gas. Almost out of fuel oil, wood, coal or island purchased kerosene. Cooling Assistance: Is offered during the beginning in mid-June. Must meet eligibility requirements.
