Provides free insurance counseling for individuals age 60 and older and disabled persons over 18 and their families. VICAP, the Virginia Insurance and Counseling Assistance Program, helps them to understand Medicare, Medicaid and Long-Term Care Insurance. Assistance in choosing a Medicare Supplement Insurance or Medigap policy is also provided. Counseling can be done by telephone or in person. The program can also assist eligible clients sorting through complicated medical bills and patients' rights issues such as grievances and appeals.

The Tidewater Regional Alternative Education Program (TRAEP) provides academic instruction to at-risk children who have been expelled from school, who have had multiple, long-term suspensions, or who are in need of a transitional placement when returning from a state learning center. Applications are accepted the second Tuesday in October through the second Friday in November. Crisis Assistance assists low-income households with energy related emergencies. Cooling Assistance assists households in acquiring or repairing cooling equipment and /or payment of electric bills to operate cooling equipment.
