Designated cooling location: Goochland Sports Complex, located at 1800 Sandy Hook Road, Goochland, VA 23063, Monday - Thursday 7:30AM - 9PM; Friday 7:30AM - 5PM; Saturday 8AM - 4PM; Sunday 10AM - 4PM. Housing Resource Center Transitions Day Services at the Housing Resource Center (HRC), 104 N. Witchduck Road, is open until 3 p.m. on Feb. 19 for individuals experiencing unsheltered homelessness. Adults experiencing homelessness in Virginia Beach who will need overnight shelter should make their way to the HRC before 3 p.m. for intake for the Winter Shelter program. Housing & Neighborhood Preservation’s Outreach Team will be in the community on Wednesday until 3 p.m., offering transportation to individuals who are residing in encampments and cars to bring them to the HRC to access the Winter Shelter. The City’s contracted Winter Shelter provider, PiN Ministry, has partnered with an additional church to shelter up to 100 individuals. Families with children experiencing unsheltered homelessness (living on the street or in their cars) should call the HRC at 757-385-5167 before 5 p.m. on Feb. 19.

Residents are encouraged to follow these prevention tips from the Virginia Department of Health: Drink water. When the temperature rises, it is important to drink plenty of water. Drinks that contain caffeine, large amounts of sugar or alcohol should be avoided because they can cause you to become dehydrated. Keep cool indoors. On hot days, prevent illness by keeping cool indoors. If your home is not air conditioned, try to spend the hottest hours of the day in a cool public place such as a library, movie theater or store. Dress for the heat. Wear lightweight, light-colored clothing. Light colors will reflect away some of the sun’s energy. It is also a good idea to wear hats or to use an umbrella. Always apply sunscreen to exposed skin. Limit physical activity. Avoid excessive physical exertion in hot temperatures, especially in the middle of the day. If you must work outdoors, stay hydrated by drinking two to four glasses of water each hour and take frequent breaks in a cool place. Even a few hours in an air-conditioned environment reduces the danger of heat-related illness. Do not keep children or pets in cars. Temperatures inside a car with windows up can reach over 150 degrees quickly, resulting in heat stroke and death. Check on your neighbors. Although anyone can suffer heat-related illness, some people are at greater risk than others. People aged 65 or older are particularly susceptible to heat-related illnesses and complications that can result during periods of high temperatures and humidity. Keep animals cool when temperatures soar. According to the Humane Society of the United States, never leave pets in a parked car; limit exercising your pet to early morning or evening hours; make sure pets have protection from heat and sun; always provide pets and plenty of fresh, cold water, whether they are inside or outside. Cooling Assistance - Virginia’s Department of Social Services offers Cooling Assistance to help eligible households stay safe and comfortable this summer. The program supports: - Electric bills to run air conditioners or fans - Repair or replacement of cooling equipment - Purchase & installation of one A/C unit (if none is working) - Security deposits for new or reconnected service Applications are accepted now through August 15. You may qualify if your household has someone under age 6, age 60+, or with a disability and meets income limits. To stay safe during extreme heat, the City of Hopewell will open a cooling station Monday through Sunday when temperatures reach 92°F or higher. The station will operate daily from 10 a.m. to 7 p.m., and water will be provided to patrons. This week only (June 23–27): The cooling station will be open at the Hopewell Community Center (100 W City Point Rd) from 12 p.m. to 7 p.m., Monday, June 23, 2025, and Tuesday through Friday, June 27, the station will open from 10 a.m. to 7 p.m. Starting Saturday, June 28 – Sunday, August 31: The station will move to the Old Bank of America Building (101 E City Point Rd) and will be open seven days a week, from 10 a.m. to 7 p.m., during days of extreme heat. Water will be provided for all patrons.
