Anyone needing transportation to the shelter can call the Emergency Management office at 540-994-2574 and leave a message with contact info to request transportation.
Wythe County: Open Door Community, 680 W Main Street, Wytheville, VA, 7:00 PM - 7:00 AM
Unhoused residents: Individuals seeking shelter can go to Homeless Services at 2020A 14th St. N., Arlington, VA 22201, or call 703-228-1010 at any time. The County has additional overflow shelter capacity that can be activated as needed based on conditions and demand.
Shelter day programs will remain open during the storm, providing access to hygiene facilities, warm meals, and other essential services. County street outreach teams will continue to be deployed, as conditions allow, engaging unsheltered residents and connecting them to shelter and support.

The Surge Shelter is not a walk-up shelter. The Surge Shelter will provide additional capacity and space for people experiencing unsheltered homelessness when the Salvation Army's inclement weather shelter is full and the temperature falls below 40 degrees. The Surge Shelter can be activated when those conditions are met between December 1, 2026 – March 31, 2027.

Washington County Emergency Services and the Sherriff's Office are partnering to open a limited Warming Shelter starting at 1 pm today. The shelter will be located at the Hayters Gap Community Center at 7720 Hayters Gap Road, Abingdon, VA 24210.
The shelter will provide cots, some basic food, and water; with the shelter closing at 10 am on Tuesday, January 27th.
VDoT is working now to clear secondary roads to the community center. If you are out of power and plan to stay overnight, bring any medications you take with you.
The Community Center does not have cell service. If you need a ride to the center, please call 276-676-6000.

Warming center/charging shelter open Sunday, January 26, from 10 AM to 5 PM at the Lambsburg Community Center, 130 Learning Lane, Lambsburg. A kitchen and outlets for charging devices will be available for use
Hillsville Pentecostal Holiness Church will also have a warming shelter open at the church, located at 203 Virginia Street in Hillsville. It is requested that people call before they go to the church: 276-728-4943, 276-233-6971, 276-233-8769, 276-733-6666.

Bailey’s Shelter & Supportive Housing is a multi-service facility that houses both a shelter program and permanent supportive housing. Adults are referred to this housing program through Fairfax County Community Services Board and /or community nonprofits.

Norfolk Community Services Board operates The Center, a 100-bed emergency shelter for single adults experiencing homelessness in Norfolk.
In addition to providing year-round shelter beds, The Center provides day services to homeless individuals which include a midday meal, access to outreach and case management staff, assistance with navigating the housing process and linkage to benefits including SNAP (food stamps), health insurance, and more.
The Center also serves as the City’s overnight shelter response during severely cold weather (as declared by the Emergency Operations Center) with up to 50 additional overflow spots.
The Salvation Army Inclement Weather Shelter will open today beginning at 5pm and will allow individuals to remain until Tuesday. They also have an overflow shelter through Caritas House, and it is located at the same site. The Salvation Army shelter serves individuals ages 18 and older. Families are accommodated in a separate area, though still within the same location. Individuals are encouraged to arrive by 5pm if they do not anticipate having other shelter resources as the shelter does fill quickly, even with the overflow option available.
The Salvation Army and Caritas House can provide:
- Heated indoor space for overnight rest and safety
- Hot meals, beverages and snacks
- Restrooms and sleeping areas
- Staff support and cold weather safety information
- Service dogs are welcome
