Inclement Weather Shelter - Richmond, Surge Shelter, CARITAS
The Surge Shelter is not a walk-up shelter. The Surge Shelter will provide additional capacity and space for people experiencing unsheltered homelessness when the Salvation Army's inclement weather shelter is full and the temperature falls below 40 degrees. The Surge Shelter can be activated when those conditions are met between December 1, 2025 – March 31, 2026.
The Surge Shelter is not a walk-up shelter. A Wise County, Winter Storm 2026 - SWVA Disaster Information and Alerts
Wise County officials are encouraging all residents to register for the new Wise County Resident Alert System, which is replacing the CodeRED notification system, as a Winter Storm Watch has been issued for this upcoming weekend, January 24 through January 25, 2026.
Residents who were previously registered with CodeRED are reminded that they must sign up for the new Wise County Resident Alert System to continue receiving notifications.
Participation in the Wise County Resident Alert System is free, and all personal contact information will be used solely for emergency notification purposes.
Residents are urged to take a few minutes to register now and stay informed and prepared as winter weather approaches this weekend.

Loss of power and heat is dangerous for everyone but especially for those most vulnerable due to age (both young and frail elderly) and those with health issues. Please don’t forget pets who are also at high risk and should be brought inside. Stay in touch with your vulnerable friends, neighbors, and family members to ensure their safety throughout this extended event. Check medical equipment and have adequate prescriptions available. Again, roads may be impassable for days.
If you feel uncomfortable staying in your home, please consider staying with family and friends.

WATTS’ Daytime Shelters (Warming Center: Winter | Cooling Center: Summer) offer adults experiencing homelessness a safe, warm/cool refuge to sit for a few minutes or hours to escape the winter chill or summer heat extremes. Offer snacks and drinks daily, restrooms and a shower, and often have lunch offerings when provided by generous volunteers. Guests can charge their phone and access resources. Open seasonally.

The Temporary Relief & Counseling Center (TRCC) Warming Center is now open 24 hours a day, 7 days a week due to the ongoing cold weather conditions. Guests are welcome around the clock for warmth, safety, and care. In addition to overnight shelter, guests may also access Day Center services during regular daytime hours.

Washington County Emergency Services and the Sherriff's Office are partnering to open a limited Warming Shelter starting at 1 pm today. The shelter will be located at the Hayters Gap Community Center at 7720 Hayters Gap Road, Abingdon, VA 24210.
The shelter will provide cots, some basic food, and water; with the shelter closing at 10 am on Tuesday, January 27th.
VDoT is working now to clear secondary roads to the community center. If you are out of power and plan to stay overnight, bring any medications you take with you.
The Community Center does not have cell service. If you need a ride to the center, please call 276-676-6000.
