The Crater PDC is a regional planning agency with major emphasis in the areas of transportation, economic and small business development, as well as environment issues and serving as the convener for major military-related discussions among the region’s communities.

Major responsibilities include planning, zoning, subdivision, building, permitting, and Code and Ordinance enforcement. The Department consists of three functional divisions - the Planning Office, Zoning, Permitting and Inspections Office, and the Environmental Office of the County Soil Scientist.

The Land Development Division (LDD) is responsible for reviewing and coordinating the review of land development plans for conformance with the County's Design and Construction Standards Manual and Zoning & Subdivision Ordinances.

Albemarle County's Community Development Department is responsible for planning, reviewing, and implementing land uses on behalf of the community reflecting the County's interests in historic, natural and cultural resources, the creation and protection of a healthy and safe built environment, the provision of diverse housing, and the effective stewardship of all of the County's assets.

The Department of City Planning is responsible for developing and implementing short and long-range plans, studies, goals, and policies, as developed with the community and approved by the City Council, that reflect the needs and interests of residents and the city. Also encourages and facilitates local government cooperation, in addressing on a regional basis, problems of greater than local significance. The Commission provides a variety of technical services to its member local governments including: planning, mapping, grant application assistance, and network meetings.

The Zoning Administration Division is responsible for processing zoning approvals and permits for residential and commercial uses, administering the City's Zoning Ordinance by processing appeals and variances to the Board of Zoning Appeals and responding to zoning and proffer verification requests.

Works directly for the Board of Supervisors. Responsibilities include drafting, implementing, and enforcing policies that are adopted by the Board of Supervisors. The administrator also maintains the record of the proceedings for the Board of Supervisors, and maintains county operating and capital budgets.

Provides services to support the planning and development process of land use by providing special planning studies, plan review, zoning code enforcement, building code inspections, and staffing for the planning commission.
