The County Administrator executes policies established by the Board of Supervisors or mandated by the Commonwealth of Virginia, represents the Board in County matters, and reports directly to the Board of Supervisors. Mr. Hatfield also manages County Administration staff, the Public Works Department, and other special projects as needed.

The Inspections Division includes Code Compliance and New Construction services. New Construction staff review architectural plans for compliance with the Uniform Statewide Building Code as well as issue permits and perform inspection for structures, alterations, additions, renovations, and building demolition. Code Compliance staff administers the Property Maintenance Code, the Rental Inspection Program, the Vacant Building Registration Program, and provisions of the City's Nuisance Ordinance. The Inspections Division supports the Building Code Appeals Board in its consideration of code interpretations.

Maintains all records related to voter registration and elections. The registrar works with a three-member Electoral Board that appoints election officers and certifies election results.

The County Administrator's Office for Amherst has the responsibility of executing policies established by the Board of Supervisors or mandated by the state.

Provides for the administration of Madison County government, including community planning, refuse disposal and disaster relief planning and service programs at the county level.

Performs and provides support for programs and activities related to the physical development and the use of land within the City's limits. The activities include the development of the City's Comprehensive plan and the on-going implementation of that plan; reviewing and permitting land uses through rezoning, use permits, site plan review, subdivisions, and certificates of compliance.

Provides street maintenance and construction, garbage and brush collection and disposal, water and sewer line maintenance and construction, and the maintenance of parks, playgrounds, and cemeteries. Water turn-ons and turn-offs and the water meter readings for billing purposes are also handled by Public Works personnel.

County Administrator

The Bedford Town Council is composed of elected members from whom a mayor and vice-mayor are selected. There are 7 members of the Town Council each elected for a 4-year term.

The county administrator shall keep the board advised as to the financial condition of the county. He shall submit to the board monthly, and at such other times as may be required, reports concerning the administrative affairs of the county, as well as make recommendations to the board concerning the affairs of the county and its departments, officers and agencies as he deems proper. Under the direction of the board, the county administrator, for informative and fiscal planning purposes only, shall prepare and submit to the board a proposed annual budget for the county.

The office is responsible for managing the city's finances, including revenue collection, disbursement of funds, and investment of city assets. The Treasurer's Office also plays a key role in the city's budgeting process and works closely with other city departments to ensure the efficient and effective use of public funds.

Provides citizens of the county with services which will address their individual and collective needs both for the present and the future.

Responsibilities include the implementation and executions of policies established by the Board; development of annual budget; recommends service delivery and policy implementation; provides an operational framework under which County employees work and ensures that all affairs of the County are carried out in an effective and responsible manner.

The county administrator directs and supervises the day-to-day operations of all county departments and agencies, which are under the direct control of the Board of Supervisors pursuant to county ordinances and regulations. The County Administrator also provides administrative support to the board and implements its directives with regard to board agendas, meetings, resolutions, responsible for recording the legal business of the Board, for supplying such records upon demand for publication according to legal requirements, and constituent services.

Administers the county services.

The office of the individual who holds the position of General Registrar and whose staff are responsible for registering voters; and administering, preparing, conducting and tallying, in a uniform and impartial manner, federal, state and county elections in accordance to state statutes. The office may also provide election services and assistance to cities, towns, school districts and special districts of the county; and generally acts as a registry and dissemination center for candidate, campaign, financing, political and voting information.

Provides a City and County public defenders office that offers legal representation for all persons, including juveniles, with a criminal charge against them, who are financially unable to furnish counsel for proceedings.

Elected representative of the people who presides over Council meetings; acts as the ceremonial head of the city; and assumes other duties at the Council's discretion.

Services to assist the Mayor in the effort to administer and enforce the law. The Mayor is head of the Virginia Beach City Council, the city's legislative body. The legislative branch of the municipal government is an 11 member Council body, elected by the voters of Virginia Beach to provide citizen representation by elected officials. The city council formulates laws and ordinances, establishes policies, and monitors local, state, and federal legislation to ensure reflection of, and responsiveness to community needs and priorities.

Provides management of a local government of 22 departments and the annual budget. The city manager reports directly to the city council.

Heads the legislative branch of the local government. Board has control over taxation, budgets, borrowings, certain appointments and accounting.

Reviews of state individual income tax returns, assessment of all real estate taxes within the county, personal property tax, estimate tax returns and the issuance of the county business licenses, administers transient occupancy tax, food and beverage tax, and short term rental tax.

The City Manager's Office develops strategies that implement City Council's vision for the future, prepares staff reports and makes recommendations to City Council, oversees the operation of city departments to ensure objectives are met and departmental efficiency is maintained, and provides ongoing community relations programs.

Provides a department of local government which serves as elected representatives of the people, and is responsible for the establishment of policy and laws to be carried out by the City Manager, vested with rights and powers to appoint the City Manager, the City Attorney, Clerk of Council, board members and commissioners. Adopts ordinances and appropriates money for all purposes, reviews and votes on budgets submitted by city agencies, sets taxation rates and salaries of city employees, conducts city business, and sale and lease of city property.
