The ANCHOR Commission is a governmental entity which oversees a Group Home / Shelter Care facility for male teenagers who are court involved and referred - 12 to 17 years of age. Other services provided for all youth are: Outreach Detention and GPS Monitoring, Seven Challenges and Brief Challenges substance use programs, Aggression Replacement Training (A.R.T.), Co-Parenting: Two Parents, Two Homes (custody) class and Lee Ford Camp Recreational Facility.

The Foster Care Program provides services to children and families when circumstances require the child to be removed from their home. Foster care provides a safe and stable environment for children and older youth until the issues that made placement outside the home necessary are resolved. When a child cannot return home, another permanent home is found for the child through adoption or legal custody by a relative.

Provides homes and compassionate foster parents for children who are removed from their homes due to abuse or neglect, or other family circumstances that prevent children from remaining in their homes. Also offers formal and informal kinship services. Services available through the foster care program includes placement services, teaching independent living skills, physical or mental health treatment, mentoring, and transition and independent living with a roommate.
