The health justice and public benefits work centers on improving healthcare access and outcomes for Virginians experiencing poverty to promote health equity and reduce disparities. We know that achieving better healthcare access and outcomes requires improving many different systems that impact social determinants of health. The work covers a broad range of issues including securing income support, improving health-promoting public benefits programs, expanding insurance coverage, fighting for mental health infrastructure, preventing medical debt/medical debt collection actions, and redressing disability-based discrimination.

The Virginia Insurance Counseling and Assistance Program (VICAP) is a free, unbiased health insurance counseling program for Medicare beneficiaries. Certified staff and volunteers explain the processes and choices involved with participants' coverage, including issues such as enrollment, benefits, "Extra Help", subsidies, billing, and appeals. Counselors are not connected with any insurance company or licensed to sell insurance. VICAP can also provide community presentations, including a Medicare overview for new enrollees and informative sessions about preventative benefits and fraud and abuse prevention.

Insurance Counseling - Fredericksburg, Virginia Insurance Counseling and Assistance Program (VICAP), Healthy Generations Area Agency on Aging

Provides free insurance counseling for individuals age 60 and older and disabled persons over 18 and their families. VICAP, the Virginia Insurance and Counseling Assistance Program, helps them to understand Medicare, Medicaid and Long-Term Care Insurance. Assistance in choosing a Medicare Supplement Insurance or Medigap policy is also provided. Counseling can be done by telephone or in person. The program can also assist eligible clients sorting through complicated medical bills and patients' rights issues such as grievances and appeals.
