For those facing financial hardship from unemployment, a family crisis, or a chronic medical condition, EnergyShare is Dominion's energy assistance program of last resort. EnergyShare is Dominion Energy's year-round energy assistance program of last resort. Anyone facing a crisis (ex: unemployment, family crisis, chronic medical condition) and in danger of losing their primary heating/cooling or needing to restore service may be eligible for assistance. EnergyShare is not income based; however, those under age 60 must have a disconnect notice.

VPAS' Emergency Services program provides one-time immediate financial assistance and other resources, including referrals to other public and private agencies to older adults who have an emergency need. Emergency Services may include payment assistance for medication refills, assistive devices, and utility and rent payments. CCDA work to prevent evictions or the termination of essential utilities. Catholic Charities views an emergency as a crisis that deprives or threatens to deprive a person of basic human needs. Basic human needs include but are not limited to housing, essential utilities (i.e., gas, water, electric, oil for heating).
