Services include: Infiltration (seal large openings, replace broken windows, caulk around windows and doors, and weather strip); water heater insulation (water heaters are wrapped with insulation jackets); attic insulation and venting (insulation is blown into attics. Turbines or vents are placed in roofs to insure proper ventilation); floor insulation (insulation will be installed under floors separating a heated area from an unheated area.

The purpose of the Neighborhood Housing Rehabilitation Program is to preserve and improve owner occupied properties and to bring properties up to applicable building codes and standards. Assistance provided should accomplish the following: correct exterior and interior deficiencies; make accessibility modifications; correct health and safety violations; improve weatherization and energy conservation; and correct lead-based paint violations. General improvements are also eligible under this program. General improvements include alterations, kitchen, bathroom, accessibility modifications, carpeting, fencing and landscaping.

Work usually includes exterior and sometimes interior repair; restoration of pumps, water heaters, and sinks; construction of wheelchair ramps and stairs; and roof repairs (at the availibility of volunteers). The main focus is elderly, disabled and families with young children.

Offers assistance to low-income individuals by removing imminent health and safety hazards and/or barriers to the habitability of their homes. Eligibility is income based.

Provides a government lending arm for housing program and repairs for low-income applicants. Serves the counties of Augusta, Rockingham, Highland, Frederick, Page, Shenandoah, Warren and Clarke and the Cities of Winchester, Harrisonburg, Staunton and Waynesboro. Provides repair grants to elderly (62 years and older) very low-income rural homeowners that may be used to remove health and safety hazards by repairing roofs, providing a sanitary water and waste disposal system, installing screens, windows, insulation or taking other steps to make the home safe. No age restriction for 504 loans, must have very low income. Loans are at 1% interest rate for up to 20 years. Other restrictions and requirements may apply.

Handy helper volunteers assist clients by performing minor home repairs and yard maintenance. This service helps seniors to age in place in their homes and in their communities.

Assists low income households in Tazewell and Russell Counties who have unsafe heating systems to repair and replace their heating systems. Applications can be made through each local Department of Social Services from November 1 through March 31. Provides testing on heating equipment to determine if system needs to be repaired or replaced. Replaces heating equipment as deemed necessary to provide a safe heating system for the client. Provides education to the client with helpful tips on how to clean coils and change filters.

The Weatherization Assistance Program (WAP) helps reduce heating and cooling costs by improving home energy efficiency—at no cost to eligible households. By making homes more energy efficient, Weatherization helps families save money and creates a safer, healthier living environment during periods of extreme heat or cold. Services may include, but are not limited to: Air sealing to reduce drafts Wall and attic insulation Duct sealing and repair Repair or replacement of qualifying appliances Carbon monoxide and home safety testing Appalachian Power (AEP) customers may qualify for additional no-cost services through the program. Eligible applicants include residents of Dickenson County as well as residents throughout AppCAA’s standard service area.

Handyhands is an extra set of hands to provide light maintenance around the house. Changing light bulbs, replacing faucet washers, replacing smoke alarm batteries, replacing faulty electrical receptacles, etc. are good descriptions of light maintenance. Shepherd's Center do not provide general contractor services, nor do the volunteers do yard work.
