Offers grants up to $50,000 to qualified renters with physical disabilities to make accessibility modifications. "Mini-grants" assist with modifications up to $1,500.
Assists low income households in Tazewell and Russell Counties who have unsafe heating systems to repair and replace their heating systems. Applications can be made through each local Department of Social Services from November 1 through March 31. Provides testing on heating equipment to determine if system needs to be repaired or replaced. Replaces heating equipment as deemed necessary to provide a safe heating system for the client. Provides education to the client with helpful tips on how to clean coils and change filters.

Provides mobility products for the elderly and disabled. Products include lift chairs, stair lifts, porch lists, wheelchairs, scooters, ramps and wheelchair accessible vans. All products for rent or lease. Provides financial assistance to purchase vans, scooters and new and used vehicles that are handicapped accessible. Offers a wide range of products including Lifts, Scooters and Portable Ramps and has a fully trained service staff specializing in van conversions.

The household water well system loan program is designed to assist low- to moderate-income individuals needing loans to construct, refurbish and service their household well systems. The purpose of the program is to target loans to the significant numbers of homeowners in the seven states whose geographically isolated households lack water service, but for whom it is not feasible to be connected to new or existing community water systems. Serves the following states Delaware, Maryland, Virginia, North Carolina, South Carolina, Georgia, Florida, Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont . The Individual Household Well Loan Program can be up to $15,000. Interest rate at 1% and term can be up to 10 years.
Emergency help repairing homes for families and individuals who cannot afford to buy services and those whose health or safety are threatened. Work usually includes exterior and sometimes interior repair; restoration of pumps, water heaters, and sinks; construction of wheelchair ramps and stairs; and roof repairs (at the availibility of volunteers). The main focus is elderly, disabled and families with young children.
This program provides low-interest loans for homebuyers, down payment and closing costs assistance, home repair loans and a Homeownership Education Program. Staff also provides housing counseling which includes budget and credit counseling, mortgage default and foreclosure counseling, Fair Housing counseling, and financial management.

The Weatherization Program provides free energy efficient services and measures to help lower utility bills and to increase the efficiency of houses occupied by income-eligible individuals, particularly the elderly, disabled, and families with children ages 6 and under. Funded to Serve the Cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach STOP is a Weatherization Service Provider (WSP) for Dominion Energy: EnergyShare Weatherization Program. The program has been designed to help qualifying low-income and elderly Dominion Energy customers reduce energy expenses through installation of a select set of free energy conservation measures. Funded to Serve the Cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach The Community Development Block Grant (CDBG) Program provides annual grants to assist communities with providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low and moderate income individuals and families. CDBG funds in the City of Chesapeake can be used to assist existing homeowners with repairs ranging from plumbing, structural, electrical, roofing, as well as the installation of wheelchair ramps and other accessibility modifications. The Emergency Home Repair (EHR) program is available to complete emergency repairs to dwellings through a small grant. Funded to Serve the Cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach, however, EHR is funded to serve Isle of Wight and Southampton Counties ONLY

Works with the Southeast Rural Community Assistance Program to help provide services to residences in Tazewell County that may need the following assistance: * Pays Tap Fees to public water lines in all surrounding towns in the County. * Extends lateral lines, both water and sewer lines from the road to the clients' homes. * Installs septic systems, with Health Department approval. * Digs wells, with Health Department approval. * Pays for pumping septic systems. * Installs water heaters. * Repairs water and sewer line.

Program homeowners with repairs to heating and air conditioning units, roof repairs or replacement. Funds from Federal and State grants will help qualified low-income homeowners by paying for a portion of the repairs. The balance is then paid back with no interest loans and affordable monthly payments.
Weatherization assistance program for non-emergency energy conservation and energy-related heating, health and safety improvements. Priority to households with seniors, people with disabilities, and with children under 18. Possible help with rental units but may require owner/landlord match.
