Safe Haven is a 21-bed facility providing transitional housing with comprehensive and integrated health support services to homeless veterans with mental health, and/or substance-use disorders. It provides 24-hour staff supervision and guidance with the ultimate goal of attaining permanent housing and independent living.

A community based, Housing First Case Management program which will provide a range of supportive service to veterans and their families transitioning from homelessness to permanent housing. The goal of the SSVF Program is to promote housing stability among very low-income Veteran families who reside in or are transitioning to permanent housing. SSVF provides outreach and case management services, and will assist participants to obtain VA benefits and other public benefits. SSVF may be able to provide temporary rental and/or security deposit assistance to veterans who are at imminent risk of losing their housing while also meeting the required vulnerability targeting criteria. In order to be considered for assistance, veterans must call the SSVF Intake Coordinator at the main office line and complete the screening questionnaire. SSVF is unable to assist veterans who have a dishonorable discharge.

This program offers intensive Behavioral Health Case Management, as well as housing assistance for adults who are diagnosed with a serious mental illness and experience literal and/or chronic homelessness. The housing program offers financial assistance to obtain housing and intensive support coordination is in place to support people as they establish themselves in their home and community. This includes linking people to supports and resources, coordinating all the services, and ensuring that the services are helpful to the person.

The Emergency Shelter program provides shelter for women, men, and children victims of domestic violence. Rapid rehousing services are available for domestic violence victims in the emergency shelter who can safely and quickly move into independent housing. Additional assistance is available, including assistance in locating affordable housing, landlord communications, and ongoing non-residential counseling and support.

Flagler Housing & Homeless Services at St. Joseph's Villa provides a rapid re-housing program to help households secure safe and affordable rental housing as quickly as possibly, and presents resources for maintaining long-term housing stability. Services are customized to meet the unique needs of the household, and include:

New River Community Action's Homeless and Housing Programs offer financial services to those at-risk of becoming homeless (Prevention) and those already homeless (Rapid Rehousing) to help them obtain or maintain permanent housing. Clients must meet strict grant criteria to receive financial services through Homeless and Housing Programs and adhere to program policies and guidelines for continuing services. When available, funding is used for participant financial assistance in the form of rent deposits and last month's rent, rent payments, utility deposits and utility arrears, utility payments, and application fees. Homeless and Housing Programs provides free Renter Education Workshops twice a month. Workshops are for tenants, landlords, and those considering renting. NRCA staff educates participants concerning fair housing, the Virginia Residential Landlord and Tenant Act, energy savings tips and financial tips. Homeless and Housing Programs offer counseling services. Counseling can be face to face, over the phone, or through the internet. Counseling sessions include completing a written spending plan, determining household goals, making referrals, and follow up on goal progression. This program offers temporary assistance to at-risk, low-income veterans and their families in an effort to keep them from becoming homeless. This grant program is designed to house these at-risk families as quickly as possible by providing legal counseling and financial aid for rent, utilities, moving costs, childcare and bus transportation, employment assistance and benefits counseling.

The Housing and Neighborhood Revitalization Division operates a Homelessness Prevention program for York County citizens who are experiencing or at eminent threat of homelessness.

Provides transitional housing for persons with mental illness. Clients may stay in transitional housing for 18 months where they learn life skills, so they can become self supporting.
