Description

Responsible for returning money, stocks, bonds, dividends, utility deposits, insurance proceeds and tangible property to the rightful owners. Responsible for the administration of two major types of abandoned property programs: personal property and real property. The Unclaimed Property Act establishes the Commonwealth as custodian of certain personal properties (both intangible and tangible) until the owners can be located. Promotes compliance with the Uniform Disposition of Unclaimed Property Act and Escheats Generally Statute, thereby enabling the return of unclaimed property to the rightful owners and the return of abandoned real property to an active tax status within the state.

Serves as the central state agency, providing statewide financial services for agencies and institutions of the Commonwealth. Has six service area divisions: General Management, Debt Management, Risk Management, Operations,Cash Management and Investments and Unclaimed Property. Reports directly to the Secretary of Finance, which is a cabinet position reporting directly to the Governor. Is responsible for the investment of state monies, issuance and management of the short and long-term financing needs of the Commonwealth, administration of the stateâ??s unclaimed property and escheat laws, administration of insurance and risk management programs, management of the stateâ??s banking network, development of cash management programs, and check issuance services.
