Provides grants and loans to rural areas to form new cooperative businesses and improve the operations of existing cooperatives. Grants are provided to non-profit organizations for technical assistance, training, and planning activities that improve economic conditions in rural areas. Loans at zero-interest are made primarily to finance business start-up ventures and business expansion projects.
