Offers the Housing Choice Voucher (Section 8) Rental Certificate Program and Rental Voucher Program. This agency applies the following preferences to an applicant: Applicants who live or work in Russell County or Tazewell County are assisted before applicants living in Virginia and before out of state applicants. Virginia Housing Development Authority and local housing agencies do not accept applications except online. Individuals must apply for waiting list through computer with internet access. Paper, faxed or emailed applications are not accepted. Someone else may apply for an individual if he or she is in need of assistance using computer or lacks internet access. Locally managed and governed by a Board of Directors for the purpose of eliminating poverty and promoting self-sufficiency. One third of the Board of Directors are local elected officials or their designees, one third are representatives of local businesses or civic organizations, and one third are representatives of low-income communities.
