ELIGIBILITY FACTORS: Victim must be 60 years of age or older, have an income at or below poverty level, and/or be unemployed. Must not have participated in executing the crime. Crime must be reported to police within 72 hours. Victim must apply for compensation within 2 weeks. Victim must not be a relative or have a close personal relations with the offender. Victim must cooperate with police and Commonwealth Attorney in prosecution attempt. Victim must sustain a personal loss. Losses must be documented by records of ownership (personal property) or medical records in case of injury. Losses must not have been insured. Victim must be a resident of Chesapeake. No reimbursement for loss of weapons. Loss must be essential to victim's basic needs.
