Eligibility

Total gross household income must be at or below 150% of the Federal Poverty Income Guidelines. Must have paid at least $100 on their account in the 90 days prior to applying ($75 if over age 62). Must have outstanding balance on account of at least $100. Must have already applied for all other available state and federally funded programs. Account must be for residential service and not "cooking only" commercial, industrial, or apartments with shared utilities. Name on account must be of an adult currently living in the home.

An intake for services application can be found on our website https://www.mountaincap.org/our-programs. Once we have received all required documentation and application information, it may take up to 48 hours to receive approval/denial.

Assists low-income Appalachian Power customers with their electric bill. Utility assistance grants applied directly to AEP bill to help maintain or restore basic electric service (up to $300 per calendar year). Eligible customers will have a household income at or below 150% of the Federal Poverty Income Guidelines. Available to customers who may not be eligible for the Energy Assistance Program. Grants are dispersed on a first-come first-serve basis to eligible applicants and are based on funding availability. Client must have disconnect notice. Bill must be in the name of adult living in the household. Must have paid at leat $100 out of pocket in last 90 days or $75 if over age 65. DOES NOT APPLY TO RECONNECTION FEES.

Providing organization

Mountain Community Action Program
Outreach services include information and referral, adult employment and education for employment assistance, and limited direct emergency services. Other Agency Programs include Free Income Tax Preparation, Project Discovery, Weatherization and limited Home Repair.
