Eligibility
Must meet eligibility guidelines and live in a rural area. Home must either have no indoor bathroom, no indoor plumbing, no potable water, a failed septic system, or substandard housing or lacks aging in place.

Rehabilitates homes of low income rural residents without complete indoor plumbing is a state funded program in Virginia. When the home proves too deteriorated for rehabilitation to meet HUD Section 8 housing standards, a new home is constructed.
