Provides library resources and services necessary to meet the evolving educational, recreational and informational needs of the public, thus enhancing individual and community life. The Shenandoah County Library System has reciprocity agreements with three other library systems and patrons of the Shenandoah County Library System are entitled to obtain library cards at Handley Regional Library, Samuels Public Library and Massanutten Regional Library.
