Eligibility
Anyone facing a crisis (ex. unemployment, family crisis. chronic medical condition) and in danger of losing primary heating/cooling or needing to restore service, may be eligible for assistance. Must have a disconnection notice in order to apply. You must be a resident of Portsmouth or live in the 23321 or 23323 ZIP Codes of Chesapeake to be assisted by this office. Please contact for screening requirements and to schedule appointment. No Walk Ins.

Appointments Only. NO WALK INS. Clients must contact the Housing Resource Center at 757-587-4202 for a referral. If qualified, they will refer you to our office directly.All financial assistance programs are available as funding and scheduling permits.

For those facing financial hardship from unemployment, a family crisis, or a chronic medical condition, EnergyShare is Dominion's energy assistance program of last resort. There is no income guideline requirement, however, clients must have a disconnect notice. EnergyShare intake agencies determine eligibility for EnergyShare and may have additional requirements when qualifying customers for this program. Please be reminded that households must be experiencing a documented crisis and/or proof of financial hardship to be considered.
