Eligibility
Members of the U.S. armed forces who died on active duty, who retired
from military service and were honorably discharged are eligible for
burial in one of Virginia's three state veteran cemeteries. The
veteran's legal spouse [widow or widower] and unmarried minor children
under the age of 21 may be eligible for burial in a Virginia veteran's
cemetery. Additionally, unmarried adult children who become
permanently incapable of self-support because of a physical or mental
disability before the age of 21 may also be interred. Reservists and
National Guard members who completed Active Duty for Training and
received an honorable discharge; those currently serving in
good-standing with the Guard or Reserves; Their spouses and
minor/disabled children.

For expediency, the veteran may apply prior to death to determine eligibility for interment in the cemetery.

Please remember that in addition to the pre-application form, you must submit documentation of military service (DD214 or equivalent) and a copy of a marriage certificate, if applicable. If you require assistance obtaining military documents, please contact the cemetery. You must also inform cemetery management of other dependent eligibility status at time of application.
Fees
No cost: Veteran and eligible family members are entitled to one grave/cremation site. The site cannot be reserved. The morning of the burial the burial, the Caretaker Manager selects the next available grave/cremation site, in the order they are used.
No cost: Opening and closing of the grave site.
No cost: Memorial headstone [granite/marble] per burial garden section or columbarium to be used.
No cost: Pre-placed, double-depth concrete crypt or other suitable outer burial receptacle.
No cost: All funeral services are conducted at the committal shelter/chapel, no funeral services are scheduled/conducted at the grave sites.
No cost: Perpetual grave site care.

The Virginia Department of Veterans Services' three veterans cemeteries provide a final resting place for our soldiers, sailors, airmen, and Marines-a place of honor, dignity, respect, and remembrance. The Virginia Veterans Cemetery is located in Amelia, the Albert G. Horton, Jr. Memorial Veterans Cemetery is located in Suffolk, and the Southwest Virginia Veterans Cemetery in Dublin. All cemeteries accommodate in-ground burial of casketed remains, in-ground inurnment of cremated remains, and above-ground inurnment of cremated remains in a columbarium.
