To place children who have been permanently and legally separated from their birth parents with a new family. It is a social and legal process which gives new parent(s) the same rights and obligations as biological parents.

Also includes benefit programs that meet the basic needs of citizens (SNAP aka food stamps), Medicaid, TANF (Temporary Assistance for Needy Families, etc.) It also provides programs that protect against abuse and neglect of children and adults, on a 24 hour basis.
