ADA Paratransit is available for people whose disability prevents them from independently using fixed-route bus service (some or all of the time). Riders who are 80 years old or older are automatically eligible.

GRTC provides ADA “origin-to-destination” service for eligible riders in the Richmond region. CARE, CARE Plus, and CARE On-Demand all provide similar service, with some differences in coverage area, scheduling flexibility, and fare. CARE operates within an area extending up to ¾ mile from GRTC’s bus routes, the area of coverage that’s required by the Americans with Disabilities Act. CARE Plus provides service beyond the ADA-required area. No fare payment is required to ride CARE or CARE Plus services until further notice. CARE On-Demand is an optional service that offers direct, non-stop trips that can be booked as little as one hour in advance. Fares are $7.00 per trip for the first 6 miles, with an additional charge of $1.15 per mile if the trip extends beyond 6 miles.

Providing organization

GRTC
Jointly owned by the City of Richmond and Chesterfield County, the transit agency was purchased from private owners and incorporated as GRTC for the purpose of providing public transportation service in the Greater Richmond area, including the City of Richmond, Henrico County, and parts of Chesterfield, Goochland, Powhatan and Hanover Counties. As of the 2026-2027 Fiscal Year, all bus and microtransit services are open access, provided without charging a fare.
