Provides special services for refugees. Requires official refugee status and provides short-term maintenance payments for indigent refugees who are in the country for less than six months.

Facilitates a wide variety of governmental assistance, as well as adult and child protective services, to those qualified and in need of services. Provides assistance with Federal Programs such as Food Stamps/SNAP, TANF, Medicaid, Foster Care, FAMIS, and Fuel Assistance.
