The Secretary of the Commonwealth assists the Governor in making appointments to Virginia’s boards, commissions and councils; granting the restoration of civil rights; managing clemency petitions, extraditions, and service of process; authenticating documents; and commissioning Notaries Public. The Secretary of the Commonwealth acts as the Governor’s liaison to Virginia’s Indian Tribes, as well as the Council on Women, the Virginia Latino Advisory Board, the Virginia Asian Advisory Board and the Virginia African American Advisory Board
