Provides community-based services that educate, promote family stability and self-reliance. Also includes benefit programs that meet the basic needs of citizens (SNAP aka food stamps), Medicaid, TANF (Temporary Assistance for Needy Families, etc.) It also provides programs that protect against abuse and neglect of children and adults, on a 24 hour basis.
